What it does

Bans investing in people or entities linked to banned cluster munitions activity, and adds related divestment rules.

What it does

  • Adds a new ban on buying or holding a direct or indirect financial interest in, or lending or guaranteeing funds to, a person known to have committed or helped commit a prohibited cluster munitions act.
  • Expands the Act's purpose to say it also covers other measures on cluster munitions, explosive submunitions and explosive bomblets.
  • Updates the rules on trying, aiding, conspiring, or helping someone escape so they also cover the new investment-related offence.
  • Expands the military cooperation exception to include the new investment-related offence during combined operations with a state that is not party to the Convention.
  • Allows existing investments, loans or guarantees to stay in place for one year after the law starts, if they are then divested within that year.

Who it affects

  • Canadian investors and lenders
  • People with existing interests in covered entities
  • Military personnel in joint operations
  • Organisations linked to cluster munitions
